The new discount, called Snapshot, became available to Iowa drivers last week. It was already available in 20 states, and more than 100,000 drivers have taken advantage of the discount so far, Hutchinson said.

Progressive Insurance is the No. 2 auto insurer in Iowa with 11 percent of the market, behind State Farm.

Tom Alger, spokesman for the Iowa Insurance Division, says Progressive's is the first monitoring, pay-as-you-drive discount in Iowa. The company has to file rate plans with the division for review, but because it is already available in other states, Alger doesn't foresee any problem.

Iowans, on average, already have the second-lowest auto insurance costs nationwide, after South Dakota, according to the National Association of Insurance Commissioners. Iowans paid an average of $518 annually in 2007, a drop of more than 10 percent from $580 in 2003.
