Beyond that, the program has thus far not been the great moneymaker state officials expected.
State officials had hoped to raise $24 million or more a year from the increased fees on speeding tickets and reinstated driver licenses, but the program raised only about $2 million in its first year, according to state figures.
State projections estimated there would be as many as 163,779 superspeeders annually, but the state has sent only 17,104 superspeeder notices to drivers in the first six months of 2010.
Meanwhile, trauma care advocates fear that the Legislature will cut funding for trauma care in tune with the disappointing collections.
"The money hasn't come in at the level we thought it would," said Dr. Dennis Ashley, chairman of Georgia's Trauma Care Network Commission. "There's great concern right now."
State motor vehicle officials, for their part, acknowledged that collections are nowhere near the announced target of $24 million. But they emphasize that the program is still ramping up and they expect to meet that figure over time. While the extra fees on license reinstatements began with the start of fiscal 2010 in July 2009, the additional speeding fees only went into effect in January, noted Jennifer Ammons, general counsel for the state Department of Driver Services. The department administers the program.
